An open letter is addressed to a specific person or institution — a mayor, a corporation, a university president — but is published publicly so that everyone can see both the demand and the response (or lack of one). The format creates accountability: the recipient either engages or is seen ignoring public pressure.
Open letters are most powerful when backed by a coalition of credible signatories and distributed strategically to journalists and community members. A letter from fifty community leaders gets more attention than the same words from one person.
The key is clarity: state your relationship to the issue, your specific request, and the consequences of inaction. Public letters should be precise enough that the recipient can act on them and specific enough that readers can judge whether the response was adequate.
